      I believe so. This is Spokane Falls. I am not super familiar with the way dams work but I found this website about the dam http://www.waterplanet.ws/waterfalls/campaign.html

        When we lived in Saskatoon (Calgary has one as well) there was a weir. Pelicans would fly in to feed on the fish trapped in the side eddies and pools. Very interesting to wash. Next time we are near Spokane, we will have to check it out.
